It is impossible to settle conflict in the East of Ukraine peacefully; however, increasing defence capacity of our country will discourage the aggressor from continuing military actions. 

This claimed Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman on Monday at the meeting with President of German Bundestag Norbert Lammert.

"Minsk agreements in "Normand format" give hope, but we do not have any illusions", claimed Volodymyr Groysman. "There is no peaceful may to settle the conflict in Donbas; however, increasing defence capacity of our country will discourage the Russian Federation from continuing military actions".

"Military, economic, energy and informational aggression is conducted against Ukraine on the part of the Russian Federation", said Chairperson of the Parliament. "This aggression is conducted not just against Ukraine but against European values, therefore, the whole civilized world shall be united when it comes to its ceasing".

At the meeting, Volodymyr Groysman thanked the German Party for participating in Minsk negotiations and settling the situation in the East of Ukraine, for support in the issue of protecting national sovereignty and territorial integrity of our country and its Euro-integrational progress. Chairperson of the Parliament hopes for German's support of Ukraine's stand on adopting the decision on visa free regime for our citizens at Eastern Partnership Summit in Riga.

The Parties also discussed implementation of comprehensive reforms in Ukraine, especially, those on amendments to the Constitution. Chairperson of the Verkhovna Rada claimed the Parliament is ready to make changes in legislation support of reforms. In his words, fundamental reforming of all spheres of country's life "will allow giving a clear answer that Ukraine is a European country". "On this way we extremely need your help", said Volodymyr Groysman, addressing the President of German Bundestag.     

In this context, Volodymyr Groysman and Norbert Lammert discussed the issue on activating an inter-parliamentary component of bilateral relations. Particularly, President of German Bundestag invited Chairperson of the Verkhovna Rada to Germany and stressed readiness to exchange experience on building parliamentarism in Germany.

Chairperson of the Verkhovna Rada also thanked the German Party for supporting Ukraine in political and economic stabilization of situation in eastern regions of Ukraine, especially, for restoring infrastructure of these regions, for providing targeted technical assistance in order to ensure temporary displaced persons with housing in autumn and winter period. 

In his turn, President of German Bundestag stressed "today we are facing a challenge not only against Ukraine but against European states", since it comes to an ability "to build peaceful Europe".

Norbert Lammert hopes reforms in Ukraine will help fight the aggressor and make our country modern and democratic.

The Parties also talked about Joint inter-governmental statement on Germany providing EUR 500 million loan guarantees, signed on January 7, 2015, within the framework of the visit of Prime Minister of Ukraine to FRG.

Chairperson of the Verkhovna Rada claimed readiness to address the Cabinet of Ministers of Ukraine in order to accelerate presentation for consideration of the German Party those objects of economy and social sphere of the East of Ukraine that require urgent reconstruction and modernization.
